I can recreate the flat pattern in a sketch but then how do I create the sheet metal part by bending a few areas?

hello. I'm new to this forum. I'm a novice welder looking for some advice on oxy-acetylene welding 18 gauge mild steel. My project involves try to weld a 4" ribbon of steel around a curved panel about 18" in diameter. I'm trying to make some interesting shaped neon clocks. (Neon glass-bending is my main trade.) All of the welding is outside corner.

My problem is that the first spoil board has noticeable ridges between passes. The second has some as well, but less so. It looks like your stepover is greater than the diameter of the bit, and the ridges are simply the gap between passes. Why they appear to be deeper at the edges may be because as MDF is exposed to humidity the edges will swell up before the middle of a piece.
